A specialised chatbot for the European Arrest Warrant
EuroLegalBot is a European project aimed at enhancing judicial cooperation in criminal matters through the development of a specialised chatbot dedicated to the European Arrest Warrant.

The project responds to the need for practical, accessible and reliable support for justice practitioners who deal with EAW procedures. By using natural language processing, machine learning and a structured legal knowledge base, EuroLegalBot assists users in retrieving information, understanding procedural requirements and navigating the complex legal framework of cross-border surrender procedures.
The chatbot is developed as a support tool for legal and judicial professionals. Its role is not to replace professional judgement, but to assist practitioners by providing tailored guidance, legal orientation and access to relevant sources.
The project is implemented by a transnational consortium involving judicial institutions, legal experts, research organisations and technology providers from Italy, France and Greece.

A common European area of justice
Over the past years, the European Union has made significant progress in building a common area of justice based on mutual recognition and judicial cooperation among Member States. The European Arrest Warrant is central to this framework, as it facilitates the surrender of requested persons between EU countries and supports the fight against cross-border crime.
Despite its importance, the use of the European Arrest Warrant can be challenging in practice. Practitioners must deal with different legal systems, national procedures, judicial competences, terminology, languages and case law. These elements may create uncertainty and make it more difficult to apply the EAW mechanism quickly and consistently.
EuroLegalBot has been designed to address these practical difficulties. It aims to support justice practitioners by making EAW-related information easier to access, more structured and more responsive to their professional needs.
The project also builds on previous knowledge and experience developed in the field of judicial cooperation — including the results of earlier EU-funded initiatives — and transforms this knowledge into a practical digital tool for the justice sector.
Four main objectives
EuroLegalBot pursues four main objectives, from building the knowledge base to disseminating results across the European justice community.
Create a structured EAW dataset
The project collects, organises and systematises legal materials related to the EAW from official EU sources and from the Member States involved. This dataset forms the knowledge base of the chatbot and includes relevant legislation, procedural information, case law and guidance materials.
Develop an avatarised chatbot
EuroLegalBot designs, develops, trains and tests a chatbot capable of assisting justice practitioners in the effective use of the EAW mechanism. The chatbot uses natural language interaction and is designed to offer a user-friendly and accessible experience.
Pilot the chatbot in target countries
The project tests the chatbot with practitioners in Italy, France and Greece. Through presentation events, induction activities and a four-month piloting phase, practitioners use the tool and provide feedback on its accuracy, relevance, usability and practical value.
Disseminate and exploit project results
EuroLegalBot communicates its activities and results to relevant stakeholders — including justice practitioners, policymakers, public authorities, legal professionals and the wider European justice community — and develops recommendations and a sustainability plan to support future adoption.
A practitioner-centred, ethically grounded approach
EuroLegalBot combines legal research, dataset creation, AI-based development, user testing, piloting and dissemination.
Project management & quality assurance
A structured methodology ensures coordination, quality control, monitoring and evaluation — with regular internal coordination, reporting and continuous assessment of progress and results.
Dataset creation
The consortium identifies, collects and organises relevant EAW sources from the EU and target countries. This bottom-up approach grounds the chatbot in reliable legal material reflecting the jurisdictions involved.
Chatbot design & development
A user-centred approach guides design, development and training — with attention to usability, accessibility, trust and professional relevance, using NLP and machine learning to retrieve relevant legal information.
Testing & fine-tuning
Before wider piloting, the chatbot is tested internally with practitioners and legal experts to assess functionality, reliability, accuracy and usability. Their feedback is used to fine-tune outputs.
Piloting with practitioners
Practitioners use the tool over a four-month period and provide feedback on its effectiveness, relevance and added value — validating EuroLegalBot in real professional contexts.
Ethics, data protection & responsible AI
EuroLegalBot is developed with strong attention to data protection, privacy, ethics, non-discrimination and trustworthy AI — with safeguards that keep the chatbot a support instrument for human professionals.
Communication, dissemination & sustainability. Communication and dissemination activities accompany the whole project. They inform stakeholders, promote the project's outputs, engage the European justice community and support the future sustainability and possible adoption of EuroLegalBot beyond the project lifecycle.
