Enhancing Judicial Cooperation through an EAW Chatbot
EuroLegalBot is an innovative project that enhances European judicial cooperation by streamlining the use of the European Arrest Warrant. Through a chatbot designed for justice practitioners, it supports the efficient and effective application of the EAW — facilitating smoother cross-border extradition and a more cohesive European legal framework.
A vital instrument with a complex reality
The European Arrest Warrant is one of the most important instruments for judicial cooperation in criminal matters within the European Union. It allows Member States to cooperate more rapidly and effectively in cross-border surrender procedures. However, its practical application remains complex.
Justice practitioners often need to navigate EU legislation, national legal frameworks, case law, procedural rules, language barriers and different judicial practices across Member States. These challenges may affect the speed, consistency and efficiency of EAW procedures.
EuroLegalBot addresses this need by creating a digital support tool capable of helping practitioners access structured, relevant and up-to-date information on the European Arrest Warrant.
What practitioners must navigate
- EU legislation & Framework Decision 2002/584/JHA
- National legal frameworks & procedural rules
- Evolving case law from the CJEU and ECtHR
- Language barriers across Member States
- Diverging national judicial practices
Where EuroLegalBot concentrates its work
EuroLegalBot focuses on the development, testing and validation of an advanced chatbot designed to support the use of the European Arrest Warrant.
Reliable legal knowledge
The project collects, organises and structures legal materials related to the EAW — including EU sources, national legislation, procedural guidance and case law.
An AI-supported chatbot
EuroLegalBot provides tailored support through natural language interaction, helping users retrieve legal and procedural information in a more direct and user-friendly way.
Practitioner-centred testing
The chatbot is presented, tested and evaluated by justice professionals in the target countries, ensuring that the tool reflects real operational needs.
- Judges — first & second instance and Court of Cassation
- Prosecutors
- Lawyers
- Law enforcement officials
- Court officers & judicial staff
- Judicial training institutions
- Policymakers & public authorities
Designed for the justice sector
EuroLegalBot is primarily addressed to practitioners active in the justice sector, especially those involved in European Arrest Warrant procedures and cross-border judicial cooperation.
The chatbot may also be useful for wider audiences interested in better understanding the European Arrest Warrant — including law students, researchers, judiciary schools and other stakeholders involved in European criminal justice.
Towards more efficient, accessible cooperation
EuroLegalBot aims to contribute to a more efficient, accessible and cohesive European judicial cooperation framework.
Awareness & direct access
The project raises awareness among practitioners about the potential of digital tools to support EAW procedures. Pilot participants gain direct access to a tool that reduces time spent searching for legal information and supports more efficient procedural preparation.
Stronger practitioner capacity
EuroLegalBot strengthens the capacity of practitioners to navigate complex EAW-related proceedings, supporting professional knowledge, training and cross-border cooperation through a specialised tool for legal orientation, research and procedural support.
Trustworthy AI in justice
The project fosters innovation and the responsible adoption of trustworthy AI-based tools in judicial cooperation. EuroLegalBot does not replace judicial reasoning or legal assessment — it supports professionals in accessing relevant information and framing legal issues more effectively.
Practical outputs for judicial cooperation
EuroLegalBot produces a set of practical outputs to support judicial cooperation and the use of the European Arrest Warrant.
A structured EAW dataset
A systematically organised dataset of legal materials related to the EAW, based on EU sources and national sources from the target countries.
The EuroLegalBot chatbot
An avatarised chatbot trained to assist justice practitioners with EAW-related questions, legal information retrieval and procedural guidance.
Testing & fine-tuning
Internal testing and refinement of the chatbot to improve its usability, reliability, legal accuracy and relevance for professional users.
Pilot activities
A four-month pilot involving 180 practitioners — 60 per target country — to test the chatbot in real-world professional contexts.
Recommendations & sustainability
Communication, dissemination and exploitation outputs to support the future adoption, sustainability and possible expansion of EuroLegalBot.
Combining law, people & innovation
EuroLegalBot blends legal expertise, practitioner engagement and digital innovation to support the daily work of justice professionals dealing with the EAW.
